(GDE) has dismissed calls by Operation Dudula for Soweto schools to prioritise South African learners

GDE RESPONDS TO OPERATION DUDULA CAMPAIGN AT SOWETO SCHOOLS.

The Gauteng Department of Education (GDE) has dismissed calls by Operation Dudula for Soweto schools to prioritise South African learners over foreign nationals, stressing that admissions are governed strictly by law.

Operation Dudula staged a campaign at several schools on Monday, 22 September 2025, demanding that foreign pupils be excluded in favour of South African citizens.

In response, the department said placements are determined by the Gauteng School Admissions Regulations, with priority given in the following order: learners residing in the school’s feeder zone, those with siblings at the school, learners whose parents work in the feeder zone, those within a 30km radius, and lastly those outside the 30km range.

The GDE emphasised that citizenship or immigration status is not a factor in admissions, and placements depend solely on capacity and the criteria outlined in policy.

The department also warned that no legislation permits the disruption of schools or interference with teaching and learning, urging organisations to refrain from such actions.

“Schools must remain safe and accessible environments for all learners, parents and employees. The department continues to uphold the right of every child to access quality education,” it said.
